ACCORDING TO ARMEN ROUSTAMYAN - ARF WILL PULL OUT OF GOVERNING COALITION IF TERRITORIAL CONCESSIONS MADE IN KARABAKH TALKS

During an interview that was broadcast on Public Radio of Armenia today, Armen Roustamyan, a member of the ARF faction and Chair of the Standing Committee on Foreign Relations in the National Assembly of Armenia, categorically stated that the ARF would pull out of the governing coalition and move into the ranks of the political opposition if the Kocharian government makes territorial concessions in the Karabakh peace talks that negatively impact on the longterm security of the NKR.

Mr. Roustamyan noted that the issue of the liberated lands surrounding the NKR and their future status cannot be divorced from the overall peace talks regarding the NKR's future status and thus should not be viewed as "bargaining chips" in any quid pro quo "lands for peace" deal.

The ARF spokesman also described the fact that the NKR does not participate in the negotiations regarding its future as "absurd". He elaborated that since Karabakh was involved in a war, it must now, out of principle, be engaged in any and all peace talks.

Commenting on the ARF's understanding of the term "Hay Dat" (Հայ Դատ), Mr. Roustamyan cited the Treaty of Sevres and the boundaries drawn by U.S. President Woodrow Wilson as the basis for a "future" Armenian state.

(Pokr Mher - We at SASSNA DZRER have been following the news regarding the meeting between the presidents of Armenia and Azerbaijan that recently took place in Minsk at which the Karabakh issue was discussed. After reading what has been written and reading the statements, and lack thereof, of various government official on both sides, we are left with more questions than answers. While President Aliyev of Azerbaijan talks about "approaching the final stage of negotiations", in the same breath he categorically declares that his guiding principle of "territorial integrity" has not changed. If this is the case, why then does Armenia's Foreign Minister Oskanian describe the talk as "constructive"? In addition, the people in Nagorno-Karabakh will be voting on whether to accept a new Constituion on December 10th. Many have commented that the issue of the boundaries of the NKR have been left somewhat vague and undefined in the text of the new constitution. It merely states that the boundaries of the NKR are those that "are in place" at the time. Further definition is postponed till later. We have also visited various NKR official websites to read what those in Stepanakert have to say regarding the Minsk talks, but we failed to see any official statements on the topic. MORE QUESTIONS THAN ANSWERS.........)

One final point regarding the Treaty as Sevres being the basis for the territorial boundaries of a future Armenian state...If the Armenian people, in the Republic of Armenia, NKR, and the diaspora, collectively, cannot safeguard and preserve the precious little that has been liberated in Artsakh and Kashatagh, then Armenians should no longer speak of an Armenia that stretches from "sea to sea".

$ 13.7 MILLION RAISED BY TELETHON - BUT THE NUMBERS ARE DECEIVING

The Hayastan-All Armenia Fund raised some US 13.7 million during its 9th International Telethon that took place last week. This is almost double the monies raised during the 2005 telethon.

Celebrities abounded on the telethon stage - lawyer Mark Geragos, actress Arsine Khandjian, the singer Noune, et al. Of course, the church and the traditional political parties had their representatives there to recite some patriotic rhetoric. But today, who really listens to these people anymore. President Arkady Ghoukasian of the NKR was the guest of honor and he only wanted to see $$$$ signs. And who can really blame him....

During his visit to the United States, President Ghoukasian commented to the American-Armenian media that, "The future of the Armenian nation is being decided in Artsakh." This concept seems to have been lost on the masses of the Armenian nation when one analyses the breakdown of the $13.7 million collected!!!!

According to statistics appearing on the Haystan-All Armenia Fund website some $9.3 million was raised in the United States. Of this amount some $7.8 million, or 84%, was donated by only nine donors ( foundations and individuals). The remaining $1.5 million was raised by smaller individual donations throughout the United States. If we estimate that there are 500,000 Armenians residing in America this breaks down into a $3.00 contribution per person!!!!!

Do such meager numbers bode well for the future of Artsakh - let alone the future of the Armenian nation? In fact, Armenia and Artsakh combined raised $1.5 million - equal to that raised in the United States through individual donations.

What should we conclude from all this? Some suggest that the credibility of the All Armenia Fund has been tarnished from accusations of mismanagement and an absence of accountability. Perhaps...


An even more disheartening explanation is that Armenians the world over do not comprehend what is at stake in Nagorno-Karabakh. Artsakh has been and will remain the frontline of the defense of the Armenian nation. After so many sacrifices and lives lost, if the entire Armenian nation lacks the will and vision to preserve and solidify what has been liberated, then what does it say regarding our determination to remain an independent nation in which its people can live with dignity and hopes for a brighter future.

If we fail in Artsakh today - we will have only ourselves to blame!!!!

Karabakh President To Spearhead Fundraiser - Kashatagh Issue Slowly Becomes Topic of Debate

The following short news item appeared in the newspaper "Լրագիր" (Lragir) on November 14th. It would appear that some in Armenian official circles have finally realized that maintaining a policy of silence on the Kashatgh issue will not work. Let us see if President Ghoukassian of Nagorno-Karabagh will comment on this topic during his fundraising tour in the United States. We have read that he has met with certain traditional diaspora organizations and benefactors - but we doubt if these people have raised the issue with the president.

KARABAKH ALONE CANNOT RESETTLE LACHIN

Nobody knows the exact number of people living in Lachin, says
Arman Melikyan, adviser to the NKR president, former NKR minister of
foreign affairs. He thinks that the reason for this uncertainty is
the constant migration to Armenia and back. Arman Melikyan says this
is very bad because there must be a permanent population in Lachin,
but Karabakh is unable to resolve this problem alone, says the adviser
to the NKR president.

"We must realize that Karabakh alone cannot provide conditions for
the fast resettlement and prosperity of this territory. This is the
problem of both Armenia and the Diaspora, and also the problem of our
potential allies, who must be interested in having the Armenians live
there," says Arman Melikyan.

Աշխարհասփյուռ հայությունը ցնծությամբ ու սրտի թեթևացման հավաքված հառաչանքով դիմավորեց Ղարաբաղյան ազատամարտի հաղթանակի ավարտին: Զոհաբերության և պայքարի դաժան տարիներից հետո ազատագրվեց թե Արցախի, ինչպես նաև, Քաշաթաղի հողատարածքը, որը նախապես Արցախը արհեստականորեն բաժանում էր Հայաստանից:

Սակայն Քաշաթաղի հողերը բարգավաճելու համար կարիքը կար հայերի վերադարձը: Ուստի` 1994-ին Հայաստանի կառավարությունը նախաձեռնեց իր վերաբնակեցման նոր ծրագիրը Քաշաթաղի և շրջակայքի համար: Հիմնականում Հայաստանի լիազոր մարմինները քաջալերեցին և Ադրբեջանի հայ փոքրամասնություններին, ինչպես նաև Հայաստանում բնակվող չունեվոր ընտանիքներին որ տեղափոխվեն Քաշաթաղ, տալով նրանց նյութական և ֆինանսական օժանդակության առատաձեռն խոստումներ, որպես խթան: Շատերը պատասխանելով այս կոչին Քաշաթաղ տեղափոխվեցին: Հայաստանի կողմից այս նախաձեռնությունը շատ գովելի էր, քանի որ այն ժամանակ երկիրը շատ նեղ ֆինանսական պայմանների մեջ էր գտնվում: Ըստ որոշ աղբյուրների, Քաշաթաղում հայ վերադարձների թիվը իր գագաթին հասավ 1990-ական վերջին տարիներին, երբ մոտ 20,000 հայ կար շրջանում: Սակայն այսօր, այդ թիվը իջել է 10,000-ից պակաս, և ոմանք պնդում են թե նունիսկ իջել է 7,000-ի: Հակառակ նրան, որ վերջերս Լեռնային Ղարաբաղի Հանրապետությանը Հայաստանից ստանձնել է Քաշաթաղի կառավաարման պատասխանատվությունը, այնտեղի իրավիճակը շարունակվում է վարթարանալ:

Այն հայերը, որ ժամանակին կամավոր գնացին Քաշաթաղ, հիմա զգում են որ մեկուսացման և մոռացության են մատնված: Զարմանալին այն է, որ ըստ վերևում նշված հաղորդումներին Քաշաթաղի տեղական պաշտոնյաներից շատերը համաձայն են այն եզրակացությանը, թե շրջանի խնդիրը անմիջական ուշադրության կարիք ունի: Վախենում ենք, որ եթե պայմանները չբարելավվեն շուտով կունենանք մի անհայաբնակ հողամաս: Մեզանից ոչ ոք չի ուզում, որ այսպինին լինի ապագան:


Անհանգստացնում է մեզ` ներքոստորագրյալներիս, որ Հայաստանի և Արցախի պատասխանատու ղեկավարները, ըստ երևույթին, անտարբեր են մնացել Քաշաթաղում ծավալվող ողբերգության նկատմամբ: Ուստի, խնդրում ենք որ ձեր կառավարությունները Քաշաթաղի խնդիրը քննարկեն և անհրաժեշտ բոլոր միջոցառումներ գորձադրեն տեղական կենցաղի պայմանները բարգավաճելու և արտագաղթը ներգաղթի վերածելու համար:

Նաև ցանկանում ենք որ հստակացնեք Ձեր կառավարությունների դիրքորոշումը Քաշաթաղում վերաբնակեցման ծրագրի նկատմամբ: Դժբախտաբար` շատ հայեր այնտեղ, հավատում են թե ապագա քաղաքական բանակցությունների ընթացքին պիտի օգտագործվեն որպես ճատրակի վահանակներ: Քաշաթաղի հայ ժողովուրդը արժանի է գիտակից լինելու թե այս հարցում որտեղ են կանգնած:

Մենք, որ մտահոգվում ենք Քաշաթաղի մեր հայրենակիցների ծանր վիճակով, այլևս չենք կարող լռելյայն մնալ, երբ մեր առջև հանդիպում ենք Քաշաթաղի պաշտոնյաների շատերի կողմից գործադրած` անտարբերության, վատ կառավարման, և ինչու չէ, կաշառակերության, ավանդական աշխատաձևը: Այլևս այսպես կոչված “Նորմալ Աշխատելու Գործնթացք”-ը չպետք է հանդուրժվի:
